Quick question from a newbie here in Calgary. If I was my car in the alley behind my house where there are no storm drains, is that permitted?

Technically, if the water/soap/stuff can flow to a drain, no. They tend to go after businesses, who can pay the fine (max $20,000), so if your neighbours don't complain....
Having said that I use a 3 bucket technique(1 soap and 2 rinses) taught to me by a 25 year concours judge, inside my garage, and then pour the old water into the regular sewer.

Despite my admonishment, I wash my car in my driveway, as the slope of it causes all the water to go into my garden, where the biodegradable soap can be taken care of. Plus I wash my car about once a year, so I'm sure I'm not overloading the system
I'd agree with Perci - if it doesn't hit a drain, you're probably OK. By-law enforcement in Calgary is by complaint, so your neighbours would have to rat you out.
